Issue: Strategic Plan
Having a well-developed Strategic Plan and an Annual Business Plan is central to any organisation achieving its goals. The last known version of the IWUF Strategic Plan that I and others could locate was dated 2006-2008.
The most recent planning document appears to be the '2010-2020 International Wushu Development Program', which contains 8 working objectives broken down into 3 phases.
While both documents provide some direction for the development of Wushu, there appears to be a lack of coordination and structured process in terms of who is accountable and responsible for objectives and actions, and how progress is measured and reported.
Many of the actions are very high level and therefore difficult to measure. For example, under 5.1 International Organization Construction, 5.1.1.3 "Gradually standardize and perfect fundamental construction of the IWUF organization and improve its system". What does that actually mean? Who will do it, by when, and how will we know if it is done well?
As priorities can change from time to time, the Strategic Plan / Development Program need to be reviewed and revised to ensure focus and resource is put in areas of strategic importance to the Federation and its members. I am not aware the Strategic Plan has been reviewed since 2006 or the Development Program since 2010.
We believe that it is important for the future of Wushu, that matters of this nature should be of concern to the President of IWUF and priority given to ensure we have robust strategic and business planning processes in place.
